Serapis separates the model’s useful creativity from the authority to change reality. That separation gives a junior operator a clear next step and leadership a defensible view of what happened.
Probabilistic workers
Use the best approved model for drafting, coding, analysis, retrieval, and explanation. Models contribute work and evidence; they do not self-certify.
Deterministic authority
Bounded rules evaluate candidate facts as 0, 1, or UNKNOWN. Missing or contradictory proof holds visibly rather than disappearing inside fluent text.

The task, sources, rule versions, result, named authority, and resulting action are designed to travel together so the decision can be inspected and replayed.
